Hendrik Petrus Kruger
Mr Kruger has specialised in project management for the past 17 years of his career. During his career he strived to maintain the progress and mutual interaction and tasks of various parties in such a way that reduced the risk of overall failure, maximized the benefits, and restricted the costs of the project in order to maximize the Client’s satisfaction. As a specialist project manager he focuses on ensuring that everyone on the team knows and executes his or her role, feels empowered and supported in their specific roles, knows the roles of the other team members and acts upon the belief that those roles will be performed. Furthermore, he ensures that all the Client’s requirements and expectations are met.
Mr Kruger has an intimate knowledge of the financing of projects and had assisted clients and the Government with negotiations with financiers like the World Bank, European Union, African Development Bank, Kuwait Fund, Badea, KfW, and regional financial institutions like the Development Bank of South Africa and various commercial banks.
Key Experience
He has more than 28 years of professional experience which ranges from project management, general planning, design and preparation of tender documents for civil projects and building projects to supervision of construction, contract administration, liaison with clients, implementations and start-up operations of projects. He was involved in the following projects in Namibia as Project Manager and Engineer :
- Namibia Maritime Radar Project, Namibia; N$ 840 million (2010 to now)
- Apart from the specialised surveillance equipment which will be procured, a new maritime control centres of N$ 50 million will be established in Windhoek. Regional control centres of N$ 20 million will be established in Walvis Bay and Luderitz.
- Namibia Radar Project, all regions, Namibia N$ 485.0 million (2007 to now)
- The project entails the provision of a new surveillance system for civil aviation in Namibia and was officially opened in December 2011 by the President of Namibia. As part of the projects a new radar control tower was established at Hosea Kutako Airport, and various new communication towers were constructed throughout Namiba.
- Upgrading of Main Road 67 from Omakange to Ruacana Namibia; N$ 338 million (2011 to now)
- Upgrading of District Road 3608 from Outapi to Omafo, Namibia; N$ 838 million (2011 to now)
- Namibia Northern Railway Extension between Tsumeb and Oshikango, Otjikoto-Omusati-Ohangwena Regions, Namibia; N$ 1 346 million (2001 to 2011)
- The project also included the construction of three railway stations at Oshivelo, Omuthiya and Ondangwa.
- Spanish Civil Aviation Upgrading, including the upgrading of Walvis Bay Airport, all Regions of Namibia; N$ 342 million (2003 to 2011)
- Rehabilitation of TR 1/7, Khomas Region, Namibia; N$ 178 million (2001 to 2006)
- Rehabilitation of Hosea Kutako Airport, Khomas Region, Namibia; N$ 49 million (1999 to 2001)
- Upgrading of MR 110 between Onuno and Elundu, Ohangwena Region, Namibia; N$ 63.9 million (1999 to 2002)
Fritz Grosse-Weischede
He has 30 years’ experience as planning, design and project engineer on roads related projects in Namibia and South Africa on a variety of projects. He obtained a B.Eng (Honours) Transportation degree in 1993 that included courses in Pavement Design, Rehabilitation Design, Transportation Planning, Transportation Studies, Urban Public Transportation and Project Planning.

Experience relevant to the project and the proposed position is as follows:
(a) Geometric Design:
- Geometric design, inception report, feasibility report, design report and tender documentation of MR 125 from Kongola to Liselo, Caprivi Region (Length = 208km) (2011)
- Geometric design, inception report, design report, tender documentation and contract administration of TR 14/02 from Gobabis to Otjinene, Omaheke Region (Length = 159km) (2009)
- Geometric design and design report for roads DR 3502 and DR 3507, Caprivi Region (Length = 64km) (2006 – 2007)
